The average annual bill in the town £86.02 - more than twice the national average bill for England and Wales of £37.49.
The Labour Party carried out the research, which it claims reveals that Conservative run councils - such as Tunbridge Wells Borough Council - tend to charge higher than average fees.
Hilary Benn, Shadow Local Government Secretary, said parking charges were an important party of local authority income.
But he added that if they are too high shoppers would be deterred and businesses would be hit.
Westmister with £637.31 leads the top 20 list.
